Does your character have any close ties to existing canon characters? N/A
Why do you think your character would work in this setting? At her time of canon departure, Mal was already running away from her life, with no intention of returning. When Eli arrives to make the offer, she will accept with minimal thought: while she thinks she wants to return to her old life, what she really craves is breathing room, and a chance to be herself again. In New Dodge, she'll find just that opportunity: she can throw herself into her art, she can go to school in peace, and she can be more comfortable with just being Mal: a good person who isn't exactly sweet or innocent.
How do you plan to expand their CR? Through petty larceny and sarcasm? In all seriousness, Mal isn't exactly social, but she's always got something going on. This will require a good deal of reaching out—and yes, in the beginning it will likely be in the vein of bad behavior requiring interaction. She'll make up for it or pay her pennance later, and that will also foster further CR. Once she builds a few steady relationships, and connects with her best friend, Evie, CR will also blossom through her influence: Evie will MAKE her be social.
What will your character do for work? Mal will probably find employment with Julie Grigio's new art store, and maybe later try to earn money through her art on its own merit.

[The network sparks to life with a now familiar face framed in startling violet hair...and wisps of smoke gently swirling upwards around her. She seems to have just spotted them, however, and is hastily patting herself to put out whatever is smoldering.]
Hot! Hot hot hot! Hot—darn it, just—go out. Go out, go out, go out!...
[A few more moments pass of patting and quietly cursing (as much as a Disney villain is wont to curse, at any rate), the smoke finally begins to fade.]
Finally. Uh...sorry, I didn't know I could do that whole...dragon thing.
[She makes an apologetic facial shrug at the camera.]
Sorry—anyway, so a couple of things I need to get straight? First: as I said, I did not know I could turn into a dragon. Second: none of that was my fault. Except for the window at the saloon, that was kind of my fault. But I'll pay for it, I swear! And finally: since when are ice bees a thing?!? I mean, I've done some messed up stuff in my life, and my mom has done even worse? But not even she could come up with ice bees. Anyway, long story short? I was careful, and everyone that got stung has been defrosted, and the hive was safely charred.
[Another little wisp of smoke starts to rise, drawing Mal's attention. With a grunt, she starts trying to pat out part of her skirt.]
Like this dress...go out, go out, go out...
